Amendments to Russian Government Decree No.353: new rules on certificates and EAC marking

On 10 July 2026, Russian Government Decree No.867 was signed and published, amending Decree No.353. It enters into force on 10 August 2026.

What is prohibited

From that date, for products in the list of Ministry of Industry Order No.4114 (10.09.2024), it becomes impossible to:

• Use extracts from certificate registers at customs clearance
• Use third-party certificates without proof of the right to use them — only a duly certified copy
• Apply the EAC mark at your own warehouse in Russia — now only allowed abroad or at a bonded warehouse
