Electric motors 1–400 kW move to mandatory certification

By Russian Government Decree No. 455 of 23 April 2026, the list of products subject to mandatory certification (under Decree No. 2425) has been extended to include electric motors rated from 1 to 400 kW (EAEU HS code 8501). Previously a declaration of conformity was sufficient — now full mandatory certification is required.

A phased transition applies. Until 1 September 2026, motors may circulate under the former rules. From 1 September 2026 to 1 March 2027 a grace period applies: manufacturing and import are allowed without the new documents. From 1 March 2027, placing on the market is only possible with a valid certificate of conformity.

Mandatory certification is stricter than declaration: it involves testing of samples in an accredited laboratory and, as a rule, an assessment of the production process. It is worth starting the preparation — scheme selection, testing, document package — in advance, so as to obtain the certificate before 1 March 2027 and avoid disrupting supplies.
