Decree No. 1005: more goods exempt from the export ban from Russia

Russian Government Decree No. 1005 of 11 August 2026 amends Decree No. 311 on bans on the export of certain goods. The document was adopted on 11 August, officially published on 12 August and entered into force on 13 August 2026.

The list of goods to which the export ban does not apply now includes goods imported into Russia from 1 January 2025 — provided they are identified by the customs authorities. At the same time, certain items have been removed from the restrictions: X-ray photographic plates, turbine parts, hydraulic turbines and water wheels, and a number of other equipment.

For exporters this means wider opportunities to ship products that were previously subject to the ban. The key condition is the correct identification of the goods at customs and confirmation of the fact and date of their import into Russia.

Before planning a shipment, it is important to check in advance whether a specific product falls under the updated list and to prepare the documents confirming its import from 1 January 2025.
