From 1 September 2026 old-format certificates and declarations move to the archive
From 1 September 2026, certificates of conformity and declarations of conformity issued under the former requirements cease to be valid and are moved to “archived” status. The basis is Russian Government Decrees No. 642 of 14 May 2025 and No. 1403 of 11 September 2025, which changed the conformity-assessment procedure and the requirements for certain products.
The change affects documents issued before the 2025 amendments came into force. They can be identified in the Rosaccreditation register by the note “as amended on 23.12.2021” — it is exactly these certificates and declarations that will no longer be recognised after 1 September 2026.
For business this means a real risk of supply disruption: without a valid document, products cannot be lawfully imported or sold. To keep the right to place goods on the market, holders of “old” certificates and declarations should re-issue them under the new requirements before the transition period ends.
We recommend auditing all valid documents now: check each one against the register, assess whether it falls under archiving, and plan the re-issuance to avoid downtime after 1 September 2026.
