A technical regulation on the safety of chemical products has been approved

Russian Government Decree No. 688 of 3 June 2026 approved a technical regulation on the safety of chemical products. It sets requirements for the products themselves, their packaging and marking, the safety data sheet, as well as the rules for identification and conformity assessment.

The regulation enters into force no earlier than 1 September 2027 and is designed for six years. Marking requirements apply together with the state-registration requirements, while the requirements for hazard (precautionary) marking apply from 1 September 2028.

Conformity is confirmed through state registration. For products in which all substances have the status “permitted”, registration is indefinite; for products containing restricted substances within permissible concentrations, it is fixed for five years.

The regulation concerns manufacturers and suppliers of chemical products subject to state registration. It makes sense to start preparation — product identification, safety data sheet and marking, and registration — well in advance.
