TR CU 017/2011: shift to serial output and end of "trust-based declarations"

From 26 April 2026 key changes to TR CU 017/2011 take effect — for clothing, footwear, underwear, bags and textiles the rules change significantly.

What changes

• Evidence is accepted only from an accredited or the manufacturer’s own testing laboratory — the end of "trust-based declarations";
• An authorised person (EAEU resident) can issue documents for serial output, not only per consignment;
• Transparency of testing and declaration is increased.

Transition period

Conformity assessment documents issued before 26 April 2026 remain valid until expiry.
