TR EAEU 053/2026 "On the safety of paints and coatings" adopted
By EEC Council Decision No.65 of 20 May 2026, the new technical regulation TR EAEU 053/2026 "On the safety of paints and coatings" was adopted.
What it regulates
- Mandatory safety requirements for paints, varnishes, primers, impregnations, wood protection, drying oils and other coatings;
- Labelling requirements for paint and coating products;
- Conformity assessment procedure before products are placed on the market.
Timing
In Russia, Belarus, Kazakhstan and Armenia the regulation enters into force on 1 January 2028 (in Kyrgyzstan — from 2032). Paint manufacturers should prepare for the new requirements in advance.
Form of conformity assessment
Conformity assessment under TR EAEU 053/2026 is carried out in the form of state registration with the issuance of a certificate on a single form for all five countries. The regulation also sets uniform mandatory requirements for marking, packaging and the safety data sheet.

The regulation covers: paints, varnishes, primers, water-dispersion, multicomponent, powder and aerosol materials, enamels, azures, impregnations, wood protection agents, wood stains, fire-retardant compounds, decorative plasters, putties and drying oils.
